Medicaid Spending is Good Medicine for Ohio

STATE AND FEDERAL PARTNERSHIP
Every dollar a state spends on Medicaid pulls new federal dollars into the state - money that would not otherwise flow into the state. These new dollars pass from one person to another in successive rounds of spending. Economists call this the multiplier effect. For Ohio, every Medicaid dollar generates $3.15 in business activity, fueling the economy in your district.*

LOSS TO THE LOCAL ECONOMY
The loss of revenue to the state and individual legislative districts resulting from cuts would be astronomical. Out of every dollar spent on Medicaid, the state contributes 41 cents and the federal government contributes 59 cents.

For uninsured children, the ratio is even more startling. Ohio contributes 29 cents and the federal government provides 71 cents.

RETURN ON INVESTMENT*
The impact of Medicaid spending on the state's economy is much greater than the value of services purchased directly by the Medicaid program.

Business Activity Multiplier  3.15 (every state dollar spent generates $3.15 in economic activity)
Ohio Jobs Created  132,028
Wages  $4 billion
State Medicaid Match  $3.6 billion
Federal Medicaid Match  $6.2 billion

THE HUMAN COST
Put on a personal level, the Governor's proposal to eliminate coverage for more than 30,000 healthy adults will mean loss of health care coverage for the people who can least afford it:

2003 Poverty Guidelines
Income for Families at 100% of Poverty

Avg cost of Health Insurance in 01 as a percent of the budget for a family of four at 100% of poverty: Avg cost of health insurance policy is 40 percent, all other expenses is 60 percent.
Family Hourly Monthly Annual
Size
1 $ 4.32  $ 748  $ 8,980
2 $ 5.83   $ 1,010 $ 12,120
3 $ 7.34   $ 1,272 $ 15,260
4 $ 8.85   $ 1,533 $ 18,400

These people cannot afford to lose Medicaid coverage.
Your district cannot afford for them to lose it either.
